Citizen's Assemblies can be initiated by the citizenry, i.e., by a citizens' initiative. The decision on whether or not to adopt the recommendations lies with the members of the Citizens' Assembly themselves. Recommendations are adopted by the government if they are supported by 80% of the Citizens' Assembly members.
