The Citizens' Assembly is initiated and defined thematically by political actors top-down; deliberation is carried out and recommendations are formed in the Citizens' Assembly. Decisions regarding the adoption of the recommendations are exclusively made by parliament as is the case for example in Germany or by the government/cabinet, as in France.
