On closer inspection, it becomes apparent that most of the recommendations of Citizens' Assemblies are not explicitly decided directly by public decision makers (stage 3), but go back to the deliberation and consultation phase (stage 2) if at all. The content of the recommendations is merely given to and discussed by actors on the political level. In some cases, the process stops here and there is no explicit decision by the legislative body on the adoption of the Citizens' Assembly recommendations, as exemplified by the Citizens* Assembly of the EU.
