The initiation and preparation of a Citizens' Assembly are the responsibilities of an independent Citizens' Assembly (B1), while the recommendations are discussed and formed in a separate Citizens' Assembly (B2). The decision on whether or not to adopt the recommendations lies with the entire citizenry in a referendum. As of now, this model has not yet been used.
